Defense Secretary Leon Panetta on March 7 showed his absolute disdain for the Constitution of the United States when he said the administration’s goal was “international permission” for war in Syria, and that Congress would be “informed” once that was obtained.
Panetta apparently either forgot America is a sovereign nation or he just doesn‘t care. We don’t need permission from the U.N., NATO, SEATO, or any foreign government for anything. Panetta’s opinion is so far from the Constitution’s legal requirement to declare war, he should be stripped of all federal authority, salary and benefits, including retirement for violating his oath of loyalty.

Sen. Jeff Sessions (R – AL) grilled Panetta on the legal basis for a potential war with Syria, Panetta repeatedly referred to seeking an international mandate, saying that the administration’s goal was “international permission” for such a war, and that Congress would be “informed” once that was obtained.
Sessions repeatedly asked for clarification, pointing out that the War Powers Act explicitly requires Congressional authorization for a war, but Panetta would only say, beyond his repeated calls for NATO or UN imprimatur, that there would be discussion in the administration as to “whether or not we would want to get permission from the Congress.” SOURCE
The War Powers Resolution may in itself be unconstitutional. The Constitution grants authority to declare war solely with the Congress – an authority that cannot be delegated. Article 1, Section 8, Clause 11 states: The Congress shall have Power To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water…
In my opinion, Panetta is guilty of sedition at least and both sedition and treason at most. He needs to be impeached.

Treason is the violation of allegiance to one’s sovereign or state, giving aid to enemies, or levying war against one’s state. Sedition is encouraging one’s fellow citizens to rebel against their state, whereas treason is actually betraying one’s country by aiding and abetting another state. I’m not an attorney, but I do understand plain English and based on my reading, I also believe President Obama should also be charged with a high crime and misdemeanor for sending our military into Libya without congressional permission and wants to do it again in Syria. He needs to be impeached and removed from office.
The Libyan War was unique in cutting Congress out entirely of a commitment to conflict, as previous wars in Iraq and Libya rested on at least some Congressional authorization, if well short of a Constitutionally required declaration of war. It perhaps goes without saying that the Obama Administration considers Congress all but irrelevant. Panetta’s remarks prove it.
